| 内容記述 | The purpose of this study is to examine how the policy of a local government works properly through a perspective of public support from the local government as well as people independence. Particularly, the present study seeks for an answer to the question of what the local government achieves using its policy and what issues emerges from the implemented policy. In order to do so, I examined a case of a local policy of Kochi Prefecture that involves local support plan member system to solve problems in rural and mountain areas. Results showed that the support plan member system functioned well. That is, the member who was required to conduct the support plan system played an expected role sufficiently. Therefore, the support plan member system is thought to be effective in improving local areas and connecting the member with a local government. However, this study pointed out important issues of not only education and motivation of local support plan members, but also the need of mutual cooperation and private sector introduction. Finally, based on the results, I discussed that local community and local government administration should further understand the activities of local support plan members, and that cooperation system needs to be built in local areas with the local support plan member system. | |||||||||||||
