内容記述 | Education policy of the EU is under the principle of subsidiarity. Since 2000 Lisbon Strategy has influenced not only economic policy but also the field of education and training. Then the aim of this paper is to discuss a shift of education policy in terms of frameworks and implementation of the action programmes such as Socrates and its succeeding programme, Lifelong Learning Programme 2007-2013 (LLP). According to the interim evaluation report of Socrates in the UK (2004), although positive products are shown, two steps are recommended to alleviate procedural problems. These steps are to streamline the programme by restructuring and consolidating actions and to simplify the application procedure. The former means that the programme becomes fragmented because of a complicated framework of Socrates and it makes the necessary synergy more difficult. The UK report also mentions that it is needed to cover lifelong learning opportunities. As far as relevance, the European Commission's evaluation report points that there is no link between vocational training and education is one of the main structural weaknesses. So, the new programme, LLP 2007-2013 is regarded as a solution strategy. In recent years, lifelong learning also has been a key issue in the EU. For an example, in 2001 the Commission adopted a Communication on making a European Area of Lifelong Learning a reality. It may be closely connected to aging and employment that are other problems in Europe. In the same way, a knowledge-based society becomes an important key word especially since 2000, because Lisbon Strategy covers a whole range of areas including education and training. Concerning the field of education and training, "Education and Training 2010" (E&T 2010) has launched. It is controlled by benchmarks and indicators. It can be said that LLP is a programme which supports E&T 2010. From this point of view, Lisbon Strategy is a turning point for education policy of the EU. In addition, the Open Method of Coordination (OMC) acts as an important player in a policy area including education, and E&T 2010 introduces OMC. So, OMC has a power of soft pressure on education policy in each member states of the EU. It is very important to carefully observe and analyse how the balance between subsidiarity and soft pressure of OMC influences education policy from now on. | |||||
