内容記述 The United Nations Human Rights Council established in 2006 is one of the permanent UN
agencies aimed at strengthening the capacity to cope with human rights issues in the context of reform
of the United Nations system and the mainstreaming of human rights in the United Nations. Since
the United Nations Charter (1945), the issue of human rights has become the theme of international
law in international society, not domestic jurisdictional matter. The Human Rights Council is the intergovernmental
body responsible for recommending and coping with human rights violations, and
promoting the mainstreaming of human rights within the United Nations system, recommending
the development of international human rights laws. The UNHRC addresses human rights-related
situations in all UN member states, supporting UN member states to fulfill their duties on human
rights. The most unique procedure of the HRC is the Universal Periodic Review (UPR), which is a
framework in which United Nations member countries regularly review the human rights situation of
all United Nations member countries. There is not such universal mechanism in the current United
Nations. UPR is to remind each country of the responsibility to respect and implement all human rights
and fundamental freedoms, ultimately to improve the human rights situation and cope with human
rights violations in all countries. The review procedure is a government- initiated process, starting
with the creation of a national report, being reviewed at the working group, issuing recommendations
from other Member States, and adopting the outcome report at the HRC. This paper examines the
trends of Japan’s national policy of human rights seen from the responses of Japan in this UPR.
