| 内容記述 | A new relationship based on local governance is discussed, showing the case study of the solid waste management (SWM) policy in Chigasaki City. Facing a less active situation of the local community due to “Aging Society”, SWM policies in big cities direct toward growing of the public role to cover it. However, it goes against the time and, sooner or later, will hit against the wall of extending budget constraints. Referring from the only one case in which the residents could successfully and autonomously decide the site of new incinerator in Musashino City, this study explores an alternative regime of civil autonomy by the creation of an arena where the local residents exchange deliberation as citizens. | |||||||||
