In 1995, the Japanese Government amended the Mental Health Law and enacted the Law Concerning Mental Health and the Welfare of those with Mental Disabilities ( Mental Health Welfare Law ). In addition, the Mental Health Social Worker Law was enacted in 1997. The term "Mental Health Welfare" was generally accepted in Japan by two legislative systems under the name of 'Mental Health Welfare Law.'
The purpose of this study was to examine the definitions of Mental Health Welfare in the formulation of these two legislative systems. I have studied definitions of Mental Health Welfare in the law and papers concerning the government in the 1990s. This paper primarily discusses issues concerning the relation between the Mental Health and Welfare of those with Mental Disabilities. As a result of this study I arranged diverse aspects of the concept of Mental Health Welfare with diagram and suggest a new model of the concept of Mental Health Welfare.
