| 内容記述 | In 1995, the Japanese Government amended the Mental Health Law and enacted the Law Concerning Mental Health and the Welfare of those with Mental Disabilities ( Mental Health Welfare Law ). In addition, the Mental Health Social Worker Law was enacted in 1997. The term "Mental Health Welfare" was generally accepted in Japan by two legislative systems under the name of 'Mental Health Welfare Law.' The purpose of this study was to examine the definitions of Mental Health Welfare in the formulation of these two legislative systems. I have studied definitions of Mental Health Welfare in the law and papers concerning the government in the 1990s. This paper primarily discusses issues concerning the relation between the Mental Health and Welfare of those with Mental Disabilities. As a result of this study I arranged diverse aspects of the concept of Mental Health Welfare with diagram and suggest a new model of the concept of Mental Health Welfare. |

| 内容記述 | 「精神保健福祉」という用語の存立基盤を探る基礎的研究として、1995年「精神保健及び精神障害者福祉に関する法律」と、1997年「精神保健福祉士法」という精神保健福祉を名のる２つの法制度をとりあげ、その用語の成立と普及・促進に大きな影響を与えた法令や政府関係資料を明らかにし、「精神保健福祉」の「定義」規定を検討した。本論において、「精神保健福祉」概念の基盤にある「福祉」と「精神保健」の関係の在り方を検討し、その位相を図表化して整理するとともに、新しい最広義の「精神保健福祉」概念のモデルを提示した。 | |||||||||||||
