| 内容記述 | There are many understandings of public opinion. The first meaning of public opinion is the results of public opinion polls. The second one is the opinions expressed by the mass media. The third, the opinions of the elite. And the fourth, the opinions that one can express in public situations without risking isolation as Noelle Neumann claims in the spiral of silence theory. If we support the first or second meaning, the public opinion is really the information, because everyone can get such infomation from the published documents. However, in the case of the third or fourth meaning, the public opinion is not what is to be informed. This paper covers the growing and development of public opinion and the character of public opinion as the information in the modern society. I will conclude by saying that public opinion is the social information. |
