| 内容記述 | On June 17, 2015, the Public Officers Election Act was amended, and the voting age was lowered to eighteen. As a result of this amendment, citizenship education is being enthusiastically taught in schools. However, the reason for and process behind this move to teach citizenship education and to encourage greater political participation among the young are not clear. This paper describes the political process to establish eighteen as the voting age and discusses the issue of citizenship education in contemporary Japan. |

| 内容記述 | 2015年6月の公職選挙法一部改正により、選挙時の投票権の年齢が「18歳以上」に引き下げられた。この改正後、高等学校を中心として、学校における主権者教育が空前ともいえる盛り上がりをみせている。 しかし、学校におけるこうした主権者教育の盛り上がり、そして、いわゆる「18歳選挙権」を契機とした若者の政治参画の促進は、その成立過程においてどの程度期待され、またどのように議論されていたのであろうか。本稿では「18歳選挙権」成立の政治過程を整理するとともに、昨今行われている主権者教育の課題についても考察を行うものである。 |
