内容記述 Cultural competence refers to the process by which individuals and systems respond respectfully and effectively to people of all cultures, languages, classes, races, ethnic backgrounds, religions, spiritual traditions, immigration status, and other diversity factors in a manner that recognizes, affirms, and values the worth of individuals, families, and communities and protects and preserves the dignity of each
I have been studying cultural competence in social work.
In this article, I describe my honest surprise at the passage of a Danish law prohibiting wearing the niqab (religious dress for Muslim women). I would argue that diversity in people’s cultural dress is a good thing and that people should be able to express themselves without regulation by the government. In this article, I do not argue either point but only describe my profound surprise. Japanese living in Denmark do not seem to be very surprised by this topic.
From the perspective of cultural competence, the following three points of the Danish position should be examined.
1 Cultural competence is often referred to when trying to understand other cultures. However, a solid look at the dominant culture and its structure of repression must also be done. However, a deep awareness of the structure of repression in mainstream culture is also required.
2 There are instances where the concept of “do no harm” and “respect for diversity” are in conflict. This is especially true for women who wear the niqab. For example, democratic societies value diversity but if they do not tolerate the niqab, how realistic is that diversity? Certainly, some women are forced to wear it, others choose to remove it, and others also dare to put it on. More factual research needs to be done on this topic.
3 There are sometimes strongly conflicting values and beliefs between the practitioner, the client, and the client’s culture they are trying to engage with. If the practitioner has firmly rooted beliefs and values themselves, the practitioner should consider the above points and be mindful of his or her responsibility in such situations while taking into the client’s dilemma into consideration.
